Hangzhou "paradise in the world" is the most beautiful city in China. It has plenty of beautiful scenery and history. It's impossible to visit them all for 3 hours. So I propose 2 lines very beautiful and interesting.
Line 1: West of West Lake
The westernmost and most tranquil dike of the western lake, you can enjoy the scenery gently out there. I like it there. A little landscape of the countryside, and very delicate.
Line 2: North West Lake, Bai Dyke, and Precious Stone Hill (where the very well-known people liked to build their houses before). There is also an ancient tour (about 1000 years ago), a Taoism temple and then you can do some rock climbing and see the panorama of the western lake.
